Chat view doesn't handle focus decoration properly

The chat view seems to draw it's borders incorrectly in regards to focus.
With the Oxygen style, the chat view has an inset blue border whether or not it has focus.
With the Bespin style, it only updates the border when you run the mouse around the edges. When you do that the border will change from blue to normal, or normal to blue depending on whether the chat view currently is focused.
These could be separate issues, but something definitely seems wrong here.
