right now, chat lists have the "minimum activity" criteria for when windows are added and removed.

I'd like to propose a refactoring of this feature to separate it into add and remove conditions.
This would offer the user greater flexibility in how chat windows behave and how to structure the chat lists.

A few examples:

Example "Current behaviour":
- add window: if new messasge
- remove window: if no new message

Example "Recent messages":
- add window: if new messasge
- remove window: if no new message in past 24 hours

Example "manual" (mimic behaviour of instant messenger chat windows):
- add window: if new messasge
- remove window: never (needs to be hidden/removed manually)
