i copied this from my added vote for feature-request of scripting support:
while client side scripts are nice, the real NEED for scripting would be core side. so an oper would not need to keep client connected to core to perform duties. and before people call this bloat or turning it into a bot, are newbs that have never oper'd a channel or network. with time, i think quassel will get its strongest and most stable userbase with operators.
a lot of long-term users would want bouncer support on the core.

Many scripts already exist for irssi, you can have a screen-ed irssi connected to your quassel core with https://github.com/phhusson/quassel-irssi/
If you feel like rewriting scripts, you can also use https://github.com/phhusson/QuasselBots/
I don't really understand why you call it 'bouncer support' so i could be wrong in my guesses
