topic bar should be resizable and have support for multiple lines

Description
for channels with large topics, a resizable topic bar would be nice, so that you can enlarge it vertically and it draws multiple lines instead only a cutted one.
if not enlarged, the old bar should remain. this way, it doesnt take too much space on the screen and if you want to read you can enlarge it.
i'm not sure how this could be implemented but as OnResize exists it should not be too hard.

I'm fine with the recently introduced scrollable topic widget, but the edit mode might require some improvements (single line edit on long topics :)

topic is now easily scrollable.
